HB 311 passed, how this will help reduce gun violence on college campuses

 

DOVER, Del. – New legislation in Delaware changes the regulations for firearms on college campuses in the first state.

“I believe it sends a message to the community that it’s not ok to bring a firearm or any type of weapon on campus for any reason unless you’re authorized to do so,” said Delaware State University Police Chief Donald Baynard.

House Bill 311 passed in the Delaware General Assembly making it possible to charge any person carrying a firearm on a Delaware college campus under the Safe School Zone criminal offense.
Delaware State University Police Chief Donald Baynard says this law is needed following a tragedy on campus. “As you know back on April 21st of this year the university unfortunately experienced a senseless act of gun violence on campus by two individuals that were not affiliated with the university that unfortunately led to the tragic death of a visitor,” said Chief Baynard.

At Delaware State University, one student said he chose DSU because he feels safe here after doing his research. “I mostly did research on like stuff going on around the Dover area, I guess. And situations that may be like happening on campus but so far in my research I feel like I’ll be good here,” said freshman, Terrion Moore.

Freshman Terrion Moore believes that the legislation will be a deterrent for crime at his new home. “I feel like it will discourage people from carrying guns on campus because you don’t wanna get charged,” said Terrion Moore.

And for overall safety, police Chief Baynard says this will hold those responsible, accountable. And changes like this are a push in the right direction. “I feel it continues to support our efforts for safety on campus, Delaware State University Police Department and this great institution on – bringing some parameters in place and enhancing our security, technology, and so forth. It just adds to that level of security,” said Chief Baynard.

Chief Banyard says while they wait for this legislation to go into effect his department will review their procedures and make sure they align with state law and best practices. He also encourages anyone on campus to say something if they see something.
