21 sex offenders netted for crimes in Worcester County

After a year-long operation, 21 sex offenders have been netted in Maryland by the Worcester County Sheriff’s Office.

The arrests come from Operation Worcester Safety Net, which started in December of 2013. Deputies affiliated with the Internet Crimes Against Children task force (ICAC), operated by the Department of Justice, to conduct proactive investigations into child abuse and child exploitation.

In a press conference on Thursday, detectives outlined their efforts and identified every individual they tracked down, which they hope to be the first of many they put behind bars.

According to Detective Corporal Alex Kagan, they did so by scouring social media websites, along with peer-to-peer networks, which allows users to connect with like-minded people by downloading freeware to share files, such as child pornography. In addition, Detective Corporal Kagan posed as young juveniles, both females and males, to talk with offenders, and eventually take them into custody if they tried to make contact.

Be sure to tune in to 47 ABC at 6 where we will have all of the details on the operation and exactly who these individuals are.For the first time, the Worcester County Sheriff’s Office revealed a year-long operation, the first of its kind in the area, which culminated in tracking down 21 accused sex offenders.

The operation, dubbed “Worcester Safety Net,” started back in December of 2013 when the sheriff’s office signed a Memorandum of Understanding with the Maryland State Police to affiliate with Internet Crimes Against Children (ICAC). The group is a task force administered by the Department of Justice. By affiliating, the sheriff’s office was able to take advantage of specialized training and equipment to conduct proactive investigations into child abuse and child exploitation.

Detective Corporal Alex Kagan, with the sheriff’s office Bureau of Investigation, shared various tactics they learned and used to track down sex offenders. He says he scoured social media websites, and “peer-to-peer” networks, which essentially allows users to share various forms of child pornography anonymously.

In addition, Detective Kagan posted online as young children, young girls and boys, to catch these alleged criminals in the act.

“I go on to various social media sites and look for people who are of the mindset of trying to make contact with a juvenile, starting a discussion with them, or allowing them to start a discussion with me and see where it goes,” he says.

For the first time, the sheriff’s office also revealed the identities of each and every one of the alleged offenders they were able to catch, to send a powerful message to anyone who comes to Worcester County with the mindset that they can commit sex crimes against children.

One of the most alarming parts about the investigation, according to Detective Kagan, is that most of the men have no criminal records and would have never been caught without this extensive operation.

“These are guys you may walk down the street and not look twice at them,” says Detective Kagan. “If these types of investigations are not being done, then were basically just saying ‘Hey Worcester County, it’s hunting season, it’s open season in Worcester county.'”

While investigators and prosecutors view these arrests as a huge triumph for the safety of children everywhere, some admit there is a concerning factor in how these individuals are processed through the justice system – the bond amounts.

When a suspect is arrested, a judge sets the amount of bail, and if it is not high enough, the alleged offenders are free to post bond and walk out of jail.

This was reportedly the case all three times David Weatherholtz was arrested, so he is currently at home awaiting his next court hearing.

47 ABC will have more on the system and which of these offenders are still on the streets, despite their alleged crimes, tomorrow.
