Talbot County Public Schools to Implement “No Cell. Bell to Bell.” Phone Policy

TALBOT COUNTY, Md. – Talbot County Public Schools (TCPS) are implementing a new phone policy ahead of the 2026-2027 school year.

Starting Aug. 24, TCPS says they will follow a “no cell, bell to bell” model for all students, which prohibits cell phones, smartwatches, headphones, earbuds and/or other personal communication devices during the school day. School leaders say the change is being made in response to the recently passed Maryland Phone-Free Schools Act, which requires all Maryland public school systems to implement policies governing the use of personal communication devices beginning with the 2027-28 school year.

A pilot version of this program was authorized at Easton Middle School in the 2024-2025 school year, and conducted using Yondr cell phone pouches. Following initial success, the program was expanded to St. Michaels Middle School in 2025-2026, with administrator feedback indicating the prgram had a positive impact on student behavior and learning.

“At TCPS, we are dedicated to providing a safe, supportive, and engaging learning environment and the best possible conditions for our staff to support students in achieving their full potential,” said Superintendent Sharon Pepukayi, Ed.D. in a letter to parents. “We appreciate the TCPS community’s partnership as we implement these new expectations to help support student success.”

TCPS says they expect there will be an adjustment period for both students and staff, and students who do not comply with the new policy will face consequences. Additionally, exceptions may be made for students with documented medical needs or approved accommodations.
