Sex act in store fitting room leads to drug charges for three

DOVER, Del. – Dover Police say that a report of a man masturbating in a store fitting room led to drug charges for three people on Thursday.

The first complaint of a man masturbating in a Target fitting room with the door open came in to police on January 19th, but police say the suspect left in a Gold Jaguar before police arrived. The second complaint came in shortly after 9 AM Thursday, but once again, the suspect fled property before police arrival.

However, through surveillance footage, police were able to identify 23-year-old Lewis Foreman as the likely suspect, and after Thursday’s report, police searched the Manchester Square neighborhood where it was believed Foreman was staying.

Officers located Foreman’s gold Jaguar at Stevenson Drive and attempted to stop him, but say that Foreman then fled on foot and into a residence where he hid in the attic with 20-year-old Tyra Mifflin while leaving a 3-year-old child alone in a bedroom.

Shortly after, Foreman and Mifflin reportedly surrendered to police, and a search warrant was executed at the residence. Located inside was 3,972.6 grams (approx. 8.75 pounds) of marijuana, digital scales, packaging materials, and $4,432 in drug proceeds.

A third suspect, 29-year-old Keyarra Johnson, arrived at the home while officers were on scene and was also taken into custody. The 3-year-old was placed in the care of a family member of one of the suspects.

Foreman was charged with two counts of indecent exposure, possession with intent to deliver marijuana, possession of Tier 3 qty of marijuana, conspiracy 2nd degree, endangering the welfare of a child, and drug paraphernalia. He was released on $8,750 cash bond.

Mifflin was charged with possession with intent to deliver marijuana, possession of Tier 3 qty of marijuana, conspiracy 2nd degree, endangering the welfare of a child, and drug paraphernalia. She was released on $11,250 unsecured bond.

Johnson was charged with possession with intent to deliver marijuana, possession of Tier 3 qty of marijuana, conspiracy 2nd degree, endangering the welfare of a child, and drug paraphernalia. She was released on $11,250 unsecured bond.
