DOJ Indicts Delmar Officer for Stalking, Unlawful Sexual Contact

DELMAR, Del. – The Delaware Department of Justice has indicted a suspended Delmar police officer on multiple charges related to the inappropriate touching of three separate victims.

On Monday, Jun. 8, 27-year-old Darrell Powell was indicted in Sussex County Superior Court on charges of stalking, offensive touching, four counts of unlawful sexual contact, and three counts of official misconduct. The indictment follows an investigation into multiple instances of inappropriate conduct between Jul. 2025 and Feb. 2026.  

“The alleged actions of this officer are beyond unacceptable” said Attorney General Kathy Jennings. “Rest assured that any misdeeds will be held accountable to the full extent of the law. I continue to be grateful to our prosecutors and our partners in the Seaford Police Department for their dedication to this case, and to the Delmar Police Department for their swift action and cooperation with the investigation.” 

According to the indictment, on Jan. 7, Powell responded to a shoplifting call at a grocery store in Delmar, and while there, inappropriately touched the breasts of staff member and made sexual comments toward them.

Further, on Feb. 24, the indictment details when Powell inappropriately touched the butt a staff member at a local retail store while on duty, having made inappropriate comments to the staff member in the months before this. On another occasion, he allegedly followed this victim, pulling them over without giving a reason and without asking for license and registration.

Upon receiving this information on Feb. 26, Powell was immediately relieved of all police duties and suspended pending investigation. The State of Delaware immediately directed that an independent investigation be conducted by an outside agency.

During the course of the investigation that followed, a third victim was identified. According to this third victim, Powell responded to a their call for police assistance on Jul. 25, 2025, while he was working on an extra-duty assignment at the Delmar Speedway. While responding the victim, Powell allegedly inappropriately touched their breasts.
