Dover traffic stop leads to discovery of handgun, two arrests
DOVER, Del. – A traffic stop led to two arrests Tuesday evening in Dover.
Police say the traffic stop was conducted at around 7:40 p.m., in the area of S. Kirkwood Street and West Loockerman Street. During the stop, 20-year-old Alton Kinsey, who was wanted on two violation of probation and was an absconder from level 3 probation, was arrested. Police say he was in possession of a loaded handgun at the time of arrest.
Through further investigation, detectives learned that 41-year-old Takija Parker provided the handgun to Kinsey by making false statements on the ATF Form 4473 and unlawfully transferring the firearm without a license to Kinsey.
A third occupant, a 17-year-old female, was also arrested for a local capias.
Kinsey was charged with two counts of possession of a firearm/ammo by a person prohibited, carry concealed deadly weapon, illegal gang participation, and two counts of violation of probation. He was held at SCI on a $17,500 secured bond.
Parker was charged with giving a firearm to a person prohibited, intentionally making false written statement, and unlawful transfer of firearm. She was released on her own recognizance.
