Traffic stop leads to multiple charges for Millsboro man

REHOBOTH BEACH, Del. – Delaware State Police arrested a Millsboro man Tuesday afternoon following a traffic stop in Rehoboth Beach.

At around 3:15 p.m., troopers conducting proactive patrol at the intersection of Coastal Highway and Miller Road observed a Kia Sportage SUV with an expired temporary registration plate. A computer inquiry confirmed that the temporary registration plate was expired and the vehicle should not be on the roadway.

The trooper followed the vehicle and observed multiple traffic violations before initiating a stop in the Lighthouse Plaza Boulevard shopping center. Contact was made with the driver, who was later confirmed to be 76-year-old Harvey Manley through a computer check.

Through the interaction with Manley, a criminal investigation ensued, and a consent search of Manley’s person and vehicle was conducted. Troopers located drug paraphernalia, $1026 in suspected drug money, 69 oxycodone pills, (4) 8mg hydromorphone pills, (7) 50mg trazodone pills, (2) 15mg buspirone pills, one ondansetron pill, (2) 50mg sertraline pills, one capsule of an unknown pill, and an assortment of miscellaneous pills/vitamins.

Manley was subsequently arrested and charged with possession with intent to deliver a controlled substance, five counts of possession of a controlled substance, possession of drug paraphernalia, expired temporary registration plate, failure to have insurance in possession, failure to remain in a single lane, failure to signal, and failure to obey traffic control device.

He was later released on a $7,800 unsecured bond.
