Sen. Kaine announces new healthcare bill

 Healthcare still remains the hot button topic in D-C-.
  As republicans urge finish their process of repealing and replacing the Affordable Care Act.
  Insurers are leaving marketplaces across the country and here on Delmarva amid all the uncertainty.

  That is causing premiums for many to rise and Senator Tim Kaine believes he and Senator Tom Carper have a bill that can help that dilemma.
  Kaine made the announcement during a planned studio time with reporters.
  He says the bill would create a re-insurance fund to help insurance companies cover high risk individuals.
  This in turn would help people buying insurance outside of their companies see lower rates.
  If successful – Kaine says the bill could have a significant impact in rural areas.
