New Jersey man arrested on harassment and other charges in Dover

Dover Police say that they have arrested a New Jersey man for multiple counts of harassment, lewdness and disorderly conduct.
The charges stem after an incident on last Thursday and Friday where police say 56-year-old Marvin Wiggins of Colonia, approached women asking for advice on baby shower gifts or house warming gifts. Wiggins would then reportedly fondle himself through his clothing while asking women to look at his genitalia through his sweat pants.
Wiggins reportedly did this at at least three locations including Target, TjMaxx and Kohl's in Dover. Wiggins was charged with criminal trespass, eight counts of disorderly conduct, seven counts of lewdness and seven counts of harassment.
Police say bond information was unknown at the time of release. Earlier Friday, Dover Police posted a picture on social media to try and find Wiggins. The photo was taken by one of the victims that Wiggins reportedly went up to in Target.
