Milton man charged with home improvement fraud

BETHANY BEACH, Del. – A Milton man has been charged following a home improvement fraud investigation in Bethany Beach.

According to police, the investigation revealed that the owner of Great Outdoors Sunrooms and Shade Solutions, 46-year-old Christopher Russell, processed a $3,300 deposit payment to be completed on the victim’s property. This came after completing a service contract for the amount of $5,800. Following the investigation, Bethany Beach Police obtained a warrant for Russell, also learning that he was being investigated in a multi-jurisdictional effort with similar motives throughout the State of Delaware.

Russell reportedly turned himself in last week and was charged with home improvement fraud over $1500 and theft by false promise over $1500. He was issued an unsecured bond with a pending arraignment in the Sussex County Court of Common Pleas.
