Del. sex offender arrested for solicitation, offensive touching

ELLENDALE, Del. – Ellendale Police arrested a Tier 3 Sex Offender on Thursday on felony criminal solicitation and offensive touching charges.

Police say 58-year-old Joseph E. Rogers Jr of Ellendale reportedly solicited a female victim to have sex with him in exchange for an unknown amount of marijuana. It was also reported that Rogers touched the victim on her leg, causing alarm during the incident.

Rogers is currently being held at the Sussex Correctional Institution on $3,100 secured bail and will appear for a preliminary hearing later this month.
