Woman Arrested after Authorities Seize 26 Live Animals, 7 Dead Cats from Millsboro Home

MILLSBORO, Del. – A Millsboro woman has been arrested after authorities seized 26 live animals and seven dead cats from her home last week.

Authorities have charged 36-year-old Jessica Donovan with seven felony counts and 26 misdemeanor counts of animal cruelty, alongside two dog housing violations. Officers say Donovan operates an animal rescue called Paws and Whiskers Rescue which is believed to be the source of the pets she obtained. Additional animals were likely acquired through her involvement in trap neuter return (TNR) activities.

“This is a deeply concerning case involving an individual entrusted with the care of animals,” said DAS Chief Mark Tobin. “Sadly, numerous animals died or experienced significant suffering under her care.”

On Jul. 15, Delaware Animal Services (DAS) responded to a residence on Gravel Hill Road in Millsboro to conduct a welfare check. Upon arrival, officers reportedly observed conditions that raised immediate concerns for the health and safety of the animals on the property. Based on those observations, DAS officers obtained a search warrant to conduct a more thorough examination of the residence.

During the execution of the search warrant, officers located numerous animals living in poor conditions. A total of 19 cats and seven dogs were removed from the property and transported for evaluation and care at Brandywine Valley SPCA. Officers also discovered seven deceased cats in cages and traps during the investigation. Authorities believe the animals had been dead for a long time due to their state of decomposition. The home was also reported to be cluttered and unsanitary, with accumulated feces, trash and various items.

Donovan was arraigned on Jul. 21 at Delaware State Police Troop 4 in Georgetown and released on her own recognizance. She is prohibited from owning or possessing animals and participating in any TNR or similar programs until the case is fully disposed.
