Teen Killed in Seaford Shooting; One Arrested, Second Suspect Sought

SEAFORD, Del. – Delaware State Police have arrested one man and are searching for another in connection with the fatal shooting of a 17-year-old Laurel teen in Seaford earlier this week, authorities said.

Police identified the victim as Jacob Rinier Jr., who was found suffering from a gunshot wound after a crash on German Road around 8:45 p.m. Thursday. Troopers responded to the area near the Concord Pond boat ramp and attempted lifesaving measures before Rinier was taken to a hospital, where he later died. A juvenile passenger in the vehicle was treated and released.  

Investigators said Rinier had arranged to meet 19-year-olds Omar Vidro-Pacheco and Darrin West, both of Seaford, for what detectives described as a drug transaction. During the encounter, police allege West pulled out a handgun and fired into the vehicle as Rinier attempted to drive away. Authorities said Rinier lost consciousness shortly afterward, causing the crash.  

Vidro-Pacheco has been arrested and charged with murder and related offenses, according to Delaware State Police. An arrest warrant has also been issued for West, who remains at large.  

The homicide investigation remains ongoing. Anyone with information is asked to contact Delaware State Police detectives or Delaware Crime Stoppers.
