Accomack Co. fatal crash under investigation
2/15 UPDATE: Virginia State Police say Justin Soeum, AKA Justin Laferriere, has been charged in February 8th’s fatal crash.
We’re told Soeum was discharged from the hospital on Monday and has been charged with involuntary manslaughter, two counts of DUI maiming, second offense DUI with elevated blood/alcohol content, and reckless driving.
Soeum is being held without bond.

PARKSLEY, Va. – Virginia State Police are investigating a crash that killed one and injured several others in Accomack County.
We’re told preliminary investigation has revealed that shortly after 5 p.m. Tuesday, a 2021 Toyota Camry being driven by Justin Soeum was traveling at a high rate of speed in the southbound lanes of Route 13. Soeum reportedly lost control of his vehicle, ran off the roadway, and hit a 2013 Chrysler 200 head-on, causing the Chrysler to flip into the southbound lanes.
Police say the driver of the Chrysler, identified as 44-year-old Angela Kellam, died on impact. The Camry caught on fire after impact, and Soeum was pulled out by citizens and flown to Norfolk General Hospital.
After the initial impact, the driver of a motorcycle traveling in the southbound lanes laid his motorcycle down and hit the Chrysler. Two other motorcyclists traveling in the southbound lanes laid their motorcycles down but did not hit any other vehicles.
The three motorcyclists were taken to a nearby hospital with non-life-threatening injuries. Next of kin has been notified for Kellam, who is from Bloxom, Virginia.
This crash remains under investigation, and police say charges are pending.
