Shooting of a suspect by Delaware officer under investigation

Members of the Dover Police Department say they are investigating the shooting of a suspect by a Delaware Probation and Parole officer that happened on Tuesday afternoon.

According to the report, four officers from the Dover Police Department’s Street Crimes Unit and two Probation and Parole Officers were working in the area of New Castle Avenue around 12:20PM when the incident happened.

Officials say that the unit was in the area acting on a tip that 25-year-old Jamera Fisher, who was wanted on a capias for failing to appear, was in the area and in possession of a firearm. The officers that checked the area reported they were able to find Fisher getting into the driver side of a dark-colored sedan with another man in the passenger seat.

Officials say that upon seeing Fisher, the officers tried to stop the car as it pulled out and was facing northbound in the alley at the rear of the 400 Block of New Castle Avenue.

The report states that one police car was facing southbound, towards the car operated by Fisher, with a second patrol car behind Fisher’s vehicle facing northbound, and Fisher proceeded to ram both occupied patrol cars in an attempt to leave the area.

As officers got out of their car, Fisher then allegedly began to aggressively drive his car in the direction of the officers, and a Delaware Probation and Parole officer fired four times.  

Fisher was hit multiple times as a result of the gunfire and was immediately provided first aid by officers who were on scene.

The report notes that Fisher is currently in stable condition at Kent General Hospital with two graze wounds to his upper left arm, a graze wound to his neck, and an entry wound into his left side torso according to medical staff at Kent General Hospital.

A loaded handgun was recovered from inside the vehicle at the time of the incident, and the scene was cleared of police activity at 2:55PM.

Criminal charges are pending for Jamera Fisher and will be announced at a later time.

The incident is currently still under review, with the Dover Police Department leading the investigation in the officer involved shooting.

The Dover Police Department and Delaware Department of Correction, Probation and Parole Division, are working together with the Delaware Attorney General’s Office to conduct a thorough and transparent investigation.  Further details regarding this matter will be released as they become available.
