Harrington Man Sentenced to 30 Years for Two Separate Child Rape Cases

HARRINGTON, Del. – A Harrington man has been sentenced to three decades in prison for his involvement in two separate child rape cases.

On Oct. 8, the Delaware Department of Justice (DOJ) says 37-year-old William Conard was sentenced to 30 years in Level V prison after previously pleading guilty to two counts of second degree rape on May 26, as well as two counts of third degree rape on Aug. 11. Authorities say these cases involved two separate victims who were both juveniles at the time of their victimization.

“This level of violence is unthinkable, especially when committed against a child,” said Attorney General Kathy Jennings. “I am deeply thankful to our prosecutors and our partners in the Delaware State Police for their outstanding work in these cases and strongly encourage anyone with information about additional abuse to come forward so that justice may be done.”

An investigation led by Delaware State Police found that Conard raped an 11-year-old victim from Harrington over a period of several years until his arrest in Oct. 2025. The initial investigation by  led to the identification of an additional victim. The second victim, now an adult, was abused multiple times by Conard over a period of several years, also in Harrington. The abuse occurred from approximately 2005 to 2007 while the victim was aged between six and eight years old.

The DOJ believes that additional victims may exist. To report abuse by Conard, please contact Sgt. Taylor at Delaware State Police, Troop 3, at 302-698-8547.
