Dover Man Arrested for Second Home Improvement Fraud

DOVER, Del. – The Delaware State Police have recently arrested a Dover man for home improvement fraud and felony theft.

On Wednesday, Jan. 7, police arrested 59-year-old Stephen Kurtz following an investigation that began in November of last year. He was released on a $10,000 unsecured bond.

During the investigation, troopers learned that Kurtz had signed a contract with a 64-year-old Rehoboth Beach man in Feb. 2025, to do construction work. He received over $38,000 in payments despite never completing the work, and the victim’s money was not reimbursed.

Kurtz was arrested in Mar. 2023 on similar charges.
