Dover Man Arrested for Negligent Homicide

DOVER, Del. – The Dover Police Department (DPD) has arrested a man for criminally negligent homicide and related charges following a shooting that took place Thursday evening.

At 5:11 p.m. on Nov. 21, police responded to an apartment on Courtside Drive following the report of a shooting. Upon arrival on the scene, officers located a 59-year-old male victim with a gunshot wound to the upper body. Police and EMS provided life-saving measures before the victim was transported to Bayhealth Kent Campus.

The man ultimately succumbed to his injuries at the hospital. His name is being withheld pending the notification of next of kin.

A preliminary investigation found that the victim was inside the apartment with 48-year-old Kenneth Collins of Dover, while Collins was handling a gun in a negligent manner. Subsequently, the gun discharged a shot and struck the victim. Collins was arrested on scene without incident and transported to DPD. 

Officers conducted a search warrant at the residence and located a 9mm handgun and a .380 handgun. Collins is prohibited from possessing any firearms as a result of a previous felony conviction.

Collins was committed to Sussex Correctional Institute on $80,000 cash bail on charges of criminally negligent homicide, possession of a firearm during the commission of a felony, and four counts of possession of a firearm or ammunition by a person prohibited.
