Police say shortly after 3:30 p.m., a vehicle was seen traveling southbound in the 100 block of South Erin Avenue and failed to stop at a posted stop sign. An officer witnessed the violation and tried to stop the vehicle, but the driver failed to stop and led the officer on a brief chase, ending when the vehicle pulled into a residence.

Whichard also allegedly had a traffic capias out of Delaware.
Whichard was subsequently arrested and charged with disregarding a police officer signal, resisting arrest, failure to have insurance identification in possession, driving without a valid license, expired tags, failing to stop at a stop sign, and failure to comply with taking of photos and fingerprints.
