Felton man charged with fraud, theft
FELTON, Del. – A Felton man is facing fraud and theft charges following an investigation.
Police say a fraud investigation was launched on October 8th after the victim reported that his credit card had been used on several occasions. Through investigative measures, police developed 41-year-old Keith Biddle as a suspect in the case, and warrants were obtained for his arrest.
Shortly before 5 p.m. Sunday, Delaware State Police came in contact with Biddle, at which point it was learned that he had an active warrant out of the Felton Police Department. He was subsequently arrested and charged with unlawful use of a payment card under $1500 where victim is 62 years or older, theft by false pretense under $1500 victim 62 years or older, and second degree conspiracy.
Biddle was released on a $1,500 unsecured bail and issued a no-contact order with the victim pending a later court date.
