UPDATE: Del. woman guilty of hate crimes and impersonating law enforcement
GEORGETOWN, Del. – A woman will not serve a 53-year prison sentence after authorities say she impersonated a law enforcement officer in Delaware.
The Delaware Department of Justice says on Friday, 51-year-old Michelle Spicer pleaded guilty to two counts of robbery second degree charged as hate crimes, and one count each of conspiracy second degree, theft, and criminal impersonation of a law enforcement officer. The charges stem from an incident that happened in February 2018.
At that time, Spicer approached victims in Georgetown area parking lots and streets in an attempt to rob them while identifying herself as an immigration officer. The DOJ says the 51-year-old Georgetown woman used a cap gun during the robberies. According to the report, she robbed and attempted to rob victims of cash and personal possessions
The DOJ says the robberies were charged as hate crimes because Spicer targeted Hispanic victims and an pretended to be an immigration officer.
According to the Delaware DOJ, Spicer’s accomplice, Harold Warrington, pleaded guilty to charges of robbery first degree, two counts of robbery second degree, and one count each of hate crime, conspiracy second degree, and theft back in June.
A sentencing date for Warrington has not yet been scheduled.
Spicer was sentenced to a minimum of seven years in prison, 12 months in a residential substance abuse treatment program, and then 3 years of probation in lieu of a full 53 year sentence.
Authorities report that Spicer was ordered to receive a mental health evaluation, remain medicated as prescribed and follow any other treatment recommendations. DOJ officials say she agreed to no contact orders with the victims and to paying $8,448.08 in restitution.
