DSP: Del. man wanted in connection with kidnapping and attempted rape investigation

 A man is wanted on multiple charges after troopers say he physically assaulted and kidnapped his girlfriend in Delaware.

Delaware State Police say on Monday, around 4:45 PM, troopers were informed that a female victim had responded to a local area hospital with injuries she had sustained in a physical domestic incident. Further investigation revealed that the 40-year-old woman and her boyfriend, 28-year-old-Phillippa Vann, were involved in a physical domestic incident the day prior.

According to the report, Vann had physically assaulted, strangled, and attempted to sexually assault the victim. Authorities say the victim tried several times to get away from the Millsboro man. Law enforcement reports that Vann and the victim later went to Walmart, where she was able to leave him and drive herself to the hospital.

Troopers say the 40-year-old victim sustained multiple injuries and she was later taken to another hospital due to the severity of her injuries.

DSP reports that Vann currently has active warrants out of Troop 4 for attempted rape first degree, kidnapping first degree, strangulation, assault second degree, malicious interference with emergency communications, and criminal mischief. Police have been unable to locate the 28-year-old.
