Millsboro Man Arrested for Kidnapping, Rape of a 10-Year-Old

MILLSBORO, Del. – The Millsboro Police Department (MPD) has arrested a man following a sexual assault investigation launched on May 20.

Police have arrested 38-year-old Keith Cooper of Millsboro on three counts of first degree rape, one count of third degree rape, and one count of second degree kidnapping. He has since been arraigned and committed to the Sussex Correctional Institution in lieu of a $370,000 cash bail.

On May 20, MPD responded to the Millsboro Village Apartments regarding the sexual assault of a minor. Through a detailed investigation, detectives determined that Cooper lured a 10-year-old victim into his residence and sexually assaulted the victim multiple times. He was taken into custody on Wednesday, Jun. 3.

Police say this investigation remains active and ongoing, as evidence uncovered during the investigation suggests there may be additional victims.
