Man arrested for allegedly kidnapping girlfriend
SEAFORD, Del. – The Seaford Police Department arrested a 25-year-old for allegedly kidnapping his girlfriend.
Last Saturday, officers responded to the area of Pennsylvania Avenue and Hall Street for a female passenger yelling for help in a vehicle being driven recklessly.
As officers were on their way, additional calls came in about a hit and run collision and a female being dragged back toward a vehicle.
An investigation revealed 25-year-old Khalil Bell-Houchens was in a relationship with the female victim and picked her up from a location in Blades.
During the time they were in the vehicle, they began to argue and she told him she wanted to get out.
Bell-Houchens repeatedly forced her to remain in the vehicle as he drove erratically up on a sidewalk and eventually hit a parked vehicle.
The victim was able to eventually jump out of the moving vehicle and witnesses were able to scare-off Bell-Houchens who tried dragging her back to the car.
Bell-Houchens was later located at his residence and taken into custody without incident and charged with kidnapping in the first degree and a list of other charges.
He was arraigned and committed to Sussex Correctional Institute on more than $139,000 cash bail.
