Milford Man Turns Self in for Felony Home Improvement Fraud
FELTON, Del. – A Milford man has turned himself in to police after being charged in connection with felony home improvement fraud.
On Monday, May 25, the Felton Police Department arrested 28-year-old Alexis Torres Fragoso on one count of receiving money for services not completed valued at $1,500 or greater. He has since been arraigned and released on $3,000 unsecured bail pending a future court date.
Officers say they initially launched an investigation into these charges after responding to a fraud complaint on Apr. 6. Officers learned that the victim had entered into a purchase agreement with a contractor on Mar. 31, 2024, for home improvement work at the residence. After collecting a deposit from the victim, the contractor failed to obtain the proper permits required to complete the agreed-upon work. According to investigators, the victim made multiple attempts to obtain a refund; however, the contractor failed to reimburse the money provided for the project.
With assistance from the public, detectives say they positively identified the suspect as Torres Fragoso.
