UPDATE: New Charges Filed Against Fmr. Wicomico Co. Public Schools Instructional Aide

UPDATE: The Wicomico Child Advocacy Center (WCAC) has announced new charges against a former aide employed by the Wicomico County Board of Education.

WCAC says as their criminal investigation has progressed, additional potential victims have been identified. Subsequently, 44-year-old Russell Lee Camper, Jr. has been indicted on the following charges:

  • Sexual Abuse of a Minor (Three Counts)
  • Rape 2nd Degree (Nine Counts)
  • Sexual Offense 3rd Degree (Nine Counts)
  • Sexual Offense 4th Degree (Nine Counts)
  • Assault 2nd Degree (Nine Counts)

Camper faces these charges in addition those from his previous indictment on Mar. 13.

Investigators believe there is a possibility more victims exist. Camper has participated in numerous sports, musical activities and church functions in Wicomico County where young children were present. He was also employed with the Wicomico County Board of Education for 23 years. During that time, it is believed he was assigned to the below-listed schools during the listed time frames:

  • 2002 – 2003: Salisbury Middle School
  • 2003 – 2014: Parkside High School
  • 2014 – 2021: Wicomico High School; Coached girls track (2014-2017)
  • 2021 – 2024: North Salisbury Elementary School
  • 2024 – 2026: Pinehurst Elementary School

WICOMICO COUNTY, Md. – The Wicomico Child Advocacy Center (WCAC) has announced sexual crime charges against a former Wicomico County Public Schools (WCPS) instructional aide.

On Friday, Mar. 13, detectives arrested 44-year-old Russell Lee Camper, Jr. on crimes of second degree rape, child abuse, sexual abuse of a minor, second degree assault, and fourth degree sexual offense. WCAC officials say their investigation, which began the day prior, revealed that Camper is alleged to have sexually abused the child for several years prior to the initial report. A warrant for his arrest was subsequently issued by the District Court Commissioner.

Officials say  the sexual assaults are alleged to have been committed while the victim was a student at Parkside High School. Camper was employed as an instructional aide by the Wicomico Board of Education from 2002 through 2025.
