Three ECI Inmates Charged with Separate Fire Related Crimes
WESTOVER, Md. – The Office of the Maryland State Fire Marshal announced charges against three inmates at the Eastern Correctional Institute (ECI) in connection with three separate fire related incidents over the past couple of months.
On Thursday, Mar. 19, Deputy State Fire Marshals served criminal summons to 33-year-old Matthew Moore, 28-year-old River Donovan, and 29-year-old Dylan Davin following completed fire investigations.
On Feb. 24, officers say Moore set a fire in his cell. He is charged with first degree arson, second degree malicious burning, and malicious destruction of property. If found guilty of all charges, Moore faces a maximum penalty of 31 years and eight months of incarceration and/or $51,000 in fines.
On Mar. 11, officers say Donovan threatened to burn the prison in addition to threatening his cellmate. He is also accused of setting fire to numerous combustible materials in his cell to ignite his mattress. The fire eventually spread to a wooden barrier that had been placed over his door. Donovan is charged with first degree arson, second degree malicious burning, malicious destruction of property, and threat of arson. If found guilty of all charges, he faces a maximum penalty of 40 years and eight months incarceration and/or $61,000 in fines.
On Mar. 19, officers say Davin set his food tray on fire in his cell before pushing it into the hallway of the tier he was being held on. He is charged with second degree malicious burning. If found guilty of all charges, Davin faces a maximum penalty of 18 months of incarceration and/or $500 in fines.
