Senate Bill 300 focuses on enhancing rural communities for economic development
MARYLAND. – The Eastern Shore Delegation is focused on raising and prioritizing the issues that are impacting the Eastern Shore, and this piece of legislation that is moving through the Senate could elevate rural priorities.
It would establish the rural readiness program, which is administered by the Rural Maryland Council, to provide assistance to rural communities to enhance their capacity for economic development. Senator Mary Beth Carozza is sponsoring the bill, and explains to WMDT, that this is a benefit to the shore.
“I am especially interested in this, when you look at my district in my 3 counties with 11 municipalities and look at the rural areas in all 3 of my counties, this is going to have a great impact. And again, it’s going to elevate our shore priorities for the entire state.”
The hope with SB 300 is to support collaborative planning and capacity building initiatives that address the needs of rural communities, putting them on the same level playing field of municipalities on the western shore that have full-time staff and other town and city specific services that are missing on the Eastern Shore.
“When you look at some of the challenges we have on the Eastern Shore – when it comes to broadband, when it comes to transportation and other critical infrastructures. Now we specifically have this program set up that’s going to highlight and support our rural needs on the Eastern Shore,” said Senator Carozza.
The legislation is still in its early stages and must go through several legislative processes. Right now it’s referred to the committee, which means public hearings are being held where citizens, lobbyists, and officials can testify for or against the bill.
If passed, it will go into effect on October 1st 2026.
