Legislation introduced to ensure RGGI proceeds directly reduce electric bills
DOVER, Del. – Wednesday, Delaware Senate Republican Leader Gerald Hocker announced an updated version of legislation to clarify that certain revenue generated through the Regional Greenhouse Gas Initiative is returned directly to all Delaware electric customers.
Senate Substitution 1 for Senate Bill 64 maintains existing funding for current energy efficiency, low-income assistance and greenhouse gas reduction programs at established levels, while directing that funds raised in excess of 2025 levels be directed toward a rebate program.
The updated language makes sure that rebates are administered statewide, delivered through electric suppliers and reflected directly on customers bills.
Senator Hocker said the changes were made to keep the focus squarely on affordability and accountability.
