Dover Woman Arrested after Driving Drunk & Hitting Teens with Car

DOVER, Del. – A Dover woman has been arrested after police say she hit two minors with her car in the early hours of Saturday morning.

The Dover Police Department has arrested 30-year-old Ciara Footman on charges of first and second degree vehicular assault related to driving under the influence (DUI), DUI charges, and leaving the scene of a collision resulting in injury. She has since been released after posting a $6,000 secured bail.

On Dec. 20 at 1:47 a.m., police responded to the Wells Fargo parking lot, located on South Bradford Street, for a report of a vehicular assault. Upon arrival on the scene, police contacted two victims; a 13-year-old with serious injuries, and a 17-year-old with minor injuries. Both victims were transported to Bayhealth Kent Campus for treatment.

Police conducted a preliminary investigation and found that Footman had an argument with the victims while in the parking lot. She then entered her vehicle and struck the victims with it, before fleeing the area.

Delaware State Police located Footman in her car in the 200 block of East Street in Camden, and took her into custody without incident.
