Salisbury to begin Carroll Street paving project ahead of Maryland Folk Festival

SALISBURY, Md. – The City of Salisbury is set to begin a major road resurfacing project on Carroll Street the week of August 18, with completion anticipated by Friday, August 22, weather permitting.

The work will stretch from U.S. Route 13 to Circle Avenue and includes two days of milling followed by two days of paving, city officials said Friday. Temporary striping will be applied daily to maintain traffic flow, with permanent striping scheduled for the final day of work.

Flaggers will be stationed on-site between 8 a.m. and 5 p.m. each day to direct traffic through the work zone. Although Carroll Street will remain open during the project, drivers are advised to expect delays. The intersections at West Vine Street and Locust Street at Waverly will remain accessible throughout the project.

The resurfacing was originally scheduled for earlier in the summer but was delayed. Salisbury Mayor Randy Taylor said the delay was necessary to ensure attention to detail and a high-quality final result.

“We are committed to delivering a result that benefits the entire community for years to come,” Taylor said. “We are doing a full overlay and repaint—it will look great!”

The completed project will include two lanes of vehicle traffic in each direction, new directional markings, and designated bike lanes for both eastbound and westbound cyclists. The bike lanes will be physically separated from traffic to improve safety. High-visibility pedestrian crossings will also be installed.

City officials say the project is expected to be completed in advance of the Maryland Folk Festival, scheduled to take place in Downtown Salisbury from September 19 to 21.
