Man arrested on assault, firearm charges stemming from argument

DELMAR, Md. – Wicomico County Sheriff’s Deputies say a man is in custody on assault and other related charges.

On December 12th, deputies were called to the 28000 block of Waller Road for a reported incident involving a firearm. The victim told police that Richard Luffman pulled a firearm out during an argument and pointed it at them. The victim reported that they were concerned for their safety and others in the home. Luffman then allegedly pushed the victim into the closet and locked another victim inside a room, threatening to kill the victim and other residents.

One of the victims reportedly suffered minor injuries as a result of the incident.

Luffman was found in Seaford by Delaware State Police and is currently being held at the Delaware Department of Corrections. We’re told he waived extradition and will be taken back to Wicomico County, where he will be charged with second degree assault, two counts of false imprisonment, and handgun on person.
