Pair arrested for theft at Tanger Outlets in Rehoboth

REHOBOTH BEACH, Del. – Delaware State Police arrested two people for theft at the Tanger Outlets in Rehoboth Beach Tuesday afternoon.

At around 4:15 p.m., troopers were called to The North Face at 36706 Bayside Outlet Drive for a reported shoplifting. The trooper learned of a separate shoplifting in the store in which a woman was actively concealing merchandise inside her clothing, and that her co-conspirator had reportedly walked out of the store as the trooper arrived. The trooper met with the female suspect, who allegedly gave a fake name and date of birth before fleeing from the store in a Honda minivan, occupied by the male suspect and a child.

Troopers found the minivan in a nearby parking lot, finding that the two suspects had fled the van on foot and left the 4-year-old child in the van. Witnesses were able to help troopers find the male suspect, identified as 24-year-old Tramel Wright, in a nearby business. He was reportedly found in possession of 7 blue wax fold bags containing approximately 0.21 grams of suspected heroin.

A short time later, troopers worked with the Delaware Department of Correction Probation and Parole to identify the female suspect as 30-year-old Shakiel Carter. Carter was taken into custody at the nearby Acme grocery store.

A search of the minivan led to the recovery of stolen merchandise from Victoria’s Secret and Under Armour Factory House, totaling over $1,700.

Carter was charged with two counts of theft – organized retail crime, attempt to commit theft – organized retail crime over $1500, three counts of second degree conspiracy, providing false statement to law enforcement, criminal impersonation, endangering the welfare of a child, resisting arrest, and third degree criminal trespass. She was held at the Baylor Women’s Correctional Institution on a $23,050 secured bond.

Wright was charged with attempt to commit theft – organized retail crime over $1500, possession of a controlled substance in a tier 1 quantity, and second degree conspiracy. He was held at SCI on a $6,000 secured bond.
