Pair arrested for murder in connection to DSU homicide
DOVER, Del. – Dover Police held a press conference Monday morning to announce two arrests in the April 21st homicide on Delaware State University’s campus.
20-year-old Destry Jones and 18-year-old Damien Hinson have been charged with the murder of 18-year-old Camay De Silva. The pair are also charged with the attempted murder of a 21-year-old male and 20-year-old male, both of Dover.
Police say Jones and Hinson are not enrolled as students at DSU and have no affiliation with the school.
At around 1:40 a.m., officers with the Dover Police Department heard what they believed to be shots fired in the area of Gate 3 along College Road. At roughly the same time, DSU Police received a shots fired report on the grounds of the Main Campus. The call-in report stated that the shots were associated with a physical fight in the area of the Tubman-Laws dormitory, with those involved fleeing across College Road toward parking lot 16. Neither agency found a fight or crime scene based on initial information.
A separate call was made reporting a female on the ground near the Warren-Franklin dormitory, leading officers to find Camay suffering from a gunshot wound to the head. Camay was taken to Bayhealth Kent Campus, where she ultimately died from her injuries. Police say she was not involved in the altercation, and it is believed that she was not the intended target of the gunfire.
Further investigation was conducted, involving several witness interviews, extensive reviews of surveillance video, and forensic crime scene examinations. It was determined that Jones and Hinson were part of a group that participated in the physical altercation outside the Tubman-Laws building with the 20-year-old and 21-year-old male victims. Jones and Hinson then allegedly took part in firing the shots that claimed De Silva’s life.
On May 2nd, Jones was arrested at an apartment in Brooklyn, New York. He was apprehended by the U.S. Marshalls New York New Jersey Regional Task Force Brooklyn Division, the New York City Police Department, and Dover Police detectives. He is being held in New York, awaiting extradition to Delaware, on first degree murder, two counts of attempted first degree murder, possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, and first degree conspiracy charges.
Later that same day, Hinson was arrested in the parking lot of the Gateway West Shopping Center, located at 1030 Forrest Avenue in Dover. He has been charged with first degree murder, two counts of attempted first degree murder, possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, and first degree conspiracy, and is being held on a cash bail over $3 million.
