MILFORD, Del. – Milford Police have arrested a former Milford School District employee on harassment charges.

On March 7th, police say 59-year-old Thomas Caffrey went to the school district’s office to drop off a threatening letter, prompting the district to implement a low-level lockdown and full closure of the district the following day. Police say the letter called out the district, saying in part, “There are not enough police or national guard to stop him. You have been warned.” Caffrey also went on to call the school district “dangerous” and threatened to go to the news media.

On Monday, officers arrested Caffrey following a routine check at his residence. He was charged with four counts of harassment and was issued a $4,000 secured bail and a no-contact order with the four victims in this case, along with the Milford School District and all of their properties. He posted the bail and was released pending a later court date.
