Millville man charged with home improvement fraud

MILLVILLE, Del. – A Millville man has been charged with home improvement fraud.

The investigation began in June 2023, when a Dover man reported a home improvement fraud to Delaware State Police. It was learned that Jeremy Bowen of Delmarva Landscaping Solutions LLC had signed a contract in May 2022 to install an inground pool, which was supposed to be completed in approximately five weeks.

The 72-year-old victim reportedly paid Bowen $43,000 to do the work that had not been started. The contract was not fulfilled, and the victim’s money was never reimbursed.

Bowen turned himself in on Wednesday and was charged with home improvement fraud over $1500 and the victim is 62 years of age or older. He was later released on his own recognizance.

Police urge anyone who thinks they have been defrauded by Bowen to contact their local police department.
