New York man found in possession of unstamped cigarettes during Salisbury traffic stop

SALISBURY, Md. – A New York man was arrested in Salisbury Monday morning after a traffic stop led to the discovery of unstamped cigarettes.

At around 8:30 a.m., troopers conducted a traffic stop on a white Volvo with Delaware registration in the area of Route 13 and Zion Road. On contact with the driver, a large number of cigarette cartons were reportedly seen in plain view in the vehicle. After questioning the driver, identified as 54-year-old Carl Baley, it was learned that the cigarettes were purchased in Virginia and were being taken to New York with Virginia tax stamps on them.

Police seized the 200 cartons of cigarettes with a total value of $21,400, which is a $7,500 tax loss to the State of Maryland.

Baley was charged with possession of unstamped cigarettes, transport unstamped cigarettes, and various traffic citations.
