Police charge Md. man in Delmar barricade situation
DELMAR, Del. – Police have charged a Maryland man in connection with a domestic incident that led to him barricading himself at his residence Monday morning.
At around 9:15 a.m., Delmar Police responded to the 600 block of East Grove Street for a reported physical domestic-related incident that had taken place outside of a residence. The female victim was assisted to safety by a nearby resident while the suspect, 27-year-old William Tulowitzky, went back inside the residence, where a 2-year-old child was located. Tulowitzky refused to leave the residence when requested to do so by law enforcement and made threats to the officers if they tried to enter the residence. Shortly afterward, Tulowitzky began firing shots toward the outside of the residence, where numerous officers were positioned, at which point a trooper returned fire. No injuries were reported as a result of the gunfire exchange.
Tulowitzky was barricaded inside the residence for approximately two hours while speaking on the phone with a member of the Delaware State Police Conflict Management Team. At approximately 1 p.m., the Delaware State Police Special Operations Response Team entered the residence and took Tulowitzky into custody.
The female victim and child were taken to an area hospital as a precautionary measure. In addition, nearby schools were released early for preventative measures.
Tulowitzky was charged with possession of a firearm during the commission of a felony, seven counts of aggravated menacing, and numerous domestic-related charges. He was held at SCI on a $330,000 cash bond.
