Just after 3 a.m. Sunday, officers responded to the Cook Out Restaurant on S. Salisbury Boulevard for reports of shots fired in the parking lot. Officers were also called to TidalHealth Peninsula Regional for a victim who had reportedly been shot.

Further investigation revealed that a vehicle crash had occurred in the restaurant parking lot, involving two vehicles. An argument then broke out between parties in both vehicles which allegedly turned physical when 27-year-old Ryshawn McCloud hit a 20-year-old man with a closed fist. A short time later, an unidentified male subject that had been traveling in the vehicle with McCloud pulled out a handgun and proceeded to shoot in the direction of the victim multiple times. McCloud and then subject then reportedly fled from the scene in McCloud’s vehicle on S. Salisbury Boulevard.

The victim was taken to TidalHealth Peninsula Regional where he was treated for multiple gunshot wounds to his torso. The victim’s injuries were reportedly considered life-threatening but his condition is now stable.

McCloud was arrested the morning of September 4th and charged with attempted second degree murder, first and second degree assault, reckless endangerment, and accessory after the fact.

Throughout the course of the investigation, police were able to identify the shooting suspect as 28-year-old Dominic Moore. An application for charges, as well as a search and seizure warrant for Moore’s Silver Spring residence, were obtained. At around 1 p.m. Thursday, members of the Montgomery County Police Department Fugitive Task Force located Moore near his residence and took him into custody. Salisbury Police detectives also responded to Moore’s residence and assisted the Montgomery County Police Department in serving the warrant on Moore’s residence. Items of evidentiary value in connection with the shooting were seized, in addition to a semi-automatic handgun. Moore is prohibited from possessing a regulated firearm.
