Dover man arrested for illegally purchasing catalytic converters

1280 Foulk

DOVER, Del. – A Dover man has been charged following an investigation into the purchase of catalytic converters.

In 2020, Delaware State Police began investigating multiple thefts of catalytic converters. Detectives identified 25-year-old Steven Foulk as an individual who purchased nine catalytic converters from individuals. We’re told Foulk was licensed to purchase catalytic converters but was purchasing them from private citizens, which is illegal.

Delaware law states a scrap metal processer may not purchase a catalytic converter from an individual unless the individual at the time of purchase provides identification as either a licensed automotive dismantler and recycler or scrap metal processer, or an agent or employee of a licensed commercial enterprise.

On Tuesday, Foulk was arrested and charged with nine counts of scrap metal processer may not purchase catalytic converter from an individual.

He was later released on his own recognizance.
