Sussex Co. man guilty of distributing drugs that resulted in a fatal overdose

WILMINGTON, Del. – A Sussex County man pled guilty to a drug offense in federal court on Thursday, admitting that he distributed a mixture of heroin and fentanyl that killed a Seaford woman in March 2019.

According to statements made in court, 28-year-old Roy Horsey was selling controlled substance containing heroin/fentanyl packaged with a stamp that read “Shooter”. On March 8, 2019, Horsey sold some “Shooter” stamped drugs to a Seaford man, who then shared those drugs with his wife. A few hours later, the man woke up to find his wife in medical distress and administered CPR, but she ultimately died of a fentanyl and heroin overdose.

A few days later, Delaware State Police searched Horsey’s Seaford residence, finding about 333 baggies of heroin and fenatnyl mixture, most of which were stamped “Shooter”. Officials say the “Shooter” stamp caused three deaths and several non-fatal overdoses in Sussex County between March 9th and 13th, 2019, as well as several overdoses in Kent and New Castle Counties. Only one of the deaths has been tied to Horsey.
