DSU students arrested following car crash, riot situation

DOVER, Del. – Dover Police arrested two Delaware State University students Sunday afternoon following a vehicle crash and riot situation.

Police say they were called to the area of College Road, east of Jackson Street, at around 4:45 p.m. for a vehicle accident. A Cheswold Police officer was also in the area and stopped to assist. On arrival, it was learned that the driver of the vehicle, 22-year-old Chelsea Lawrence, was seen driving very erratically before the accident.

Officers tried to take Lawrence and 20-year-old Kyshief Campbell into custody, but both resisted arrest, kicking and hitting several officers. A large crowd surrounded several officers and became disorderly, creating a riot-like atmosphere.

Campbell and Lawrence were arrested and taken to the Dover Police Department. No other arrests were made at this time.

Police say Campbell became involved in the incident when he tried to place his hands in Lawrence’s pocket to try to retrieve an item while officers were attempting to arrest her. While transporting Lawrence to the police department, she kicked a rear passenger door of a police vehicle, causing approximately $1,200 in damages. She also reportedly spit in the mouth of a Dover Police officer riding in the same vehicle, and while being held in a cell block she used a small rock to carve signs and symbols into a cell wall.

Several responding officers suffered minor injuries as a result of both suspects assaults against them.

Lawrence was charged with DUI (drugs), three counts of second degree assault on law enforcement, two counts of offensive touching of law enforcement, riot, disorderly conduct, two counts of criminal mischief, resisting arrest with force, graffiti, possession of marijuana, hindering prosecution, and traffic offenses. She is currently being held at the Baylor Women’s Correctional Institution on $14,500 cash bond.

Campbell was charged with second degree assault on law enforcement, disorderly conduct, resisting arrest with force, and hindering prosecution. He is being held at the Sussex Correctional Institution on $5,600 secured bond.
