Two arrested on drug charges in Seaford

SEAFORD, Del. – Delaware State Police arrested two men on Thursday following an investigation into the sale of illegal drugs in the Concord and Seaford areas.

Officials say the investigation began in early February, after the Sussex Governor’s Task Force and the Sussex Drug Unit received a tip that 28-year-old William Matthews was selling heroin and cocaine out of his vehicle at a residence in the 24000 block of German Road. Matthews was also allegedly wanted on several active capias.

Just before 2:30 PM Thursday, Matthews and a passenger, identified as 28-year-old Rayshawn Sheppard were seen in a tan Ford Crown Victoria on its way to the Concord DeLux Dairy Market. Delaware State troopers and members of the Governor’s Task Force made contact with both men as they exited the store. Sheppard was immediately taken into custody without incident, however, Matthews led police on a brief foot pursuit before being apprehended.

Police conducted a search on the vehicle and found 6.5 MDMA pills, 3.59 grams of crack cocaine, 3.96 grams of bulk heroin, 123 bags (approximately 0.861 grams) of heroin, 7.41 grams of marijuana, and more than $1,000 in suspected drug money.

Both men were charged with possession with intent to deliver a controlled substance in a Tier 4 quantity, two counts of possession with intent to deliver a controlled substance, conspiracy second degree, and two counts of possession of drug paraphernalia. Matthews was also charged with resisting arrest and possession of marijuana- civil violation.

Both were committed to the Sussex Correctional Institution following arraignment. Matthews was issued $84,001 cash only bond, while Sheppard was issued $82,200 secured bond.
