Two people facing drug and prostitution charges in Delaware

DOVER, Del. – Two Kent County residents have been arrested on drug and prostitution related charges.

On September 22nd, DNREC Fish & Wildlife Natural Resources Police arrested 29-year-old Yuliya A. Rakovsky, of Dover, and 71-year-old Charles T. Stelljes, of Leipsic, near the Little Creek Wildlife Area outside of Dover.

Rakovsky was charged with one count each of possession of a controlled or counterfeit substance/cocaine, possession of a controlled or counterfeit substance/herion, possession of drug paraphernalia not marijuana related, and prostitution. She was arraigned and released on a $1,000 unsecured bond.

Stelljes was charged with one count of patronizing a prostitute. He was released on a $500 unsecured bond.

Both are pending future court appearances in the Kent County Court of Common Pleas.
