Two charged after attempting to repossess a car, pepper spraying a man
BRIDGEVILLE, Del. – Two Delaware men turned themselves in to police after they allegedly tried to repossess a car and then sprayed a man in the face with pepper spray.
On Tuesday afternoon, Delaware State Police responded to the 6000 block of Federalsburg Road in Bridgeville for reports of an assault. The 37-year-old victim told troopers that he was in his driveway on Saturday when a black truck with a vehicle lift stopped at his house. Two men, later identified as 46-year-old Michael Milligan of Laurel and 23-year-old Raymond Hitchens of Georgetown, got out of the truck.
Milligan and Hitchens told the victim they were there to repossess his 2002 Dodge Caravan. That’s when the victim reportedly laid down on the lift but the two men tried to pull him off of it and ended up spraying him in the face with pepper spray. The suspects eventually took the victim off the lift and left the house with the Caravan. Two children, ages 5 and 11, apparently witnessed the entire altercation.
Milligan and Hitchens turned themselves in at Troop 5 and were charged with the following:
- Assault Second Degree With a Disabling Chemical Spray (Felony)
- Conspiracy Second Degree (Felony)
- Endangering the Welfare of a Child (2 counts)
Both were arraigned before the Justice of the Peace Court 2 and released on $7,000.00 unsecured bond.
