Retired civilian Delaware State Police employee arrested on theft charges

A former civilian Delaware State Police employee was arrested after police say he was paid for nearly 80 scheduled work days that he did not work. 

Delaware State Police say on Tuesday, 62-year-old Carl Rone, of Philadelphia, was charged with one count of theft- false pretense greater than $1,500 (felony) and one count of falsifying business records as a result of an arrest warrant stemming from a criminal investigation. Troopers say Rone, a retired DSP Forensic Firearms Examiner, was hired for that position by DSP in 2006. Authorities say Rone was tasked with establishing the Delaware State Police Forensic Firearms Services Unit (FFSU) located in Dover.

Troopers report that in mid-November 2017, law enforcement discovered that the the 62-year-old  was not reporting to work when scheduled. Rone, who was employed full-time with DSP, was apparently authorized to work an alternative work schedule. He  was also authorized to work outside employment during his off time. A DSP investigation revealed that approximately 79 days in 2016 and 2017 Rone turned in signed DSP activity sheets (time sheets) and received compensation for work that was not performed.

Authorities report that the amount for the 79 days is $30,265.39. Law enforcement says an arrest warrant was then secured for Rone, who was indicted by a Kent County Grand Jury on Monday. 

On Tuesday, police say Rone was arrested when he turned himself in to Troop 3. The 62-year-old was arraigned and released on a $2,000 unsecured bond from Superior Court of Kent County.
