Police: Over 100 bags of heroin found in Dover; two arrested

Two men were arrested after police say 113 bags of heroin were found as a result of a Dover traffic stop.

The Dover Police Department says on Monday, just after 12:21 PM, a vehicle was stopped for a traffic violation in the area of North Governors Avenue and William Street. Police say the occupants of the vehicle were identified as 24-year-old Javon Young, of Dover, and 19-year-old Major Foster, of Houston. Law enforcement says during the traffic stop, it was learned that Young had two capias' for his arrest. 

According to the report, a search led to the discovery of discovery of 52 bags of heroin in the vehicle. Dover PD reports that Foster had an additional 61 bags of heroin in his waistband.

Both Young and Foster were arrested.

Young was charged with possession with intent to deliver heroin, possession of drug paraphernalia, conspiracy 2nd degree, local fugitive, and traffic offenses.Young was released on a $11,400 unsecured bond.

Foster was charged with possession with intent to deliver heroin (2x), tampering with evidence, and conspiracy 2nd degree. He was later released on a $22,250 unsecured bond.
