Governor Larry Hogan declares state of emergency; severe flooding

Governor Larry Hogan has declared a State of Emergency in response to heavy rain and severe flooding in Ellicott City and several other areas across the state.

According to officials, several people had to be rescued from dangerous flood waters in Ellicott City. 

The National Weather Service warned that a third round of flooding is imminent as heavy rain continues to ravage the Baltimore-metro area. They directed anyone nearby to get to higher ground immediately or leave town.  

Howard County fire said on Twitter that there were reports of building collapses and that some buildings were covered in water above the first floor. 

They said conditions in Ellicott City now rival that of a flooding incident in 2016 that left two people dead.
