One charged after fatal crash in Kent Co.

A man is facing charges after police say he was involved in a crash that killed one person and left another person with life-threatening injuries, in Delaware.

The Milford Police Department says on Tuesday, around 2;35 AM, officers were dispatched to a vehicle crash on Bay Road (SR 1), north of NE 10th Street, in Milford. Once on scene, police say it was determined that one driver had died from injuries they sustained during the crash. 

According to the report, 30-year-old Glenn Outten, of Harrington, was driving a 2006 black Chevrolet Suburban northbound in the southbound lane of Bay Road (SR 1) approaching a 2016 White Ford Escape, which was traveling southbound in the southbound lane of Bay Road. Police say the Chevrolet Suburban then collided with the Ford Escape. The impact of the collision pushed the Ford Escape backwards in a northern direction, where police say the vehicle left the roadway and entered into the center grass median.

fficials say the vehicle was driven by 56-year-old Jay Richardson, of Millsboro,  and it apparently came to a stop in the grass median. Authorities report that the Chevrolet Suburban rotated and stopped in the roadway facing a northeasterly direction, in the area of the point of impact. 

Milford PD says Richardson was pronounced dead on at the scene and a passenger of the Ford Escape was taken to Bayhealth Milford Memorial Hospital by ambulance. Authorities say the passenger was stabilized before being airlifted to Christina Hospital where they was admitted with life threatening injuries. Police say Outten was taken to Bayhealth Milford Memorial Hospital for treatment and he was later released. 

Upon his release from the hospital, police say Outten was taken to DSP Troop 3 and charged with homicide 1st degree, vehicular assault 1st degree, driving under the influence, driving on the wrong side of the road and no proof of insurance. The 30-year-old was turned over to the Department of Correction in default of $7,000 secured bail.

Bay Road was closed for approximately 4 hours while the investigation was conducted by DSP and the roadway was cleared
