State of emergency remains in southern Delaware

Gov. John Carney announces who will head independent investigation into the Vaughn Correctional Center hostage situation.

(AP) – Gov. John Carney has ended driving restrictions he ordered for southern Delaware but a state of emergency remains in effect as residents cope with bitter wind chills while digging out from a winter storm that paralyzed parts of the East Coast with blizzard-like conditions.

Schools across Delaware remained closed for a second day Friday, as well as state offices in Sussex County, the state's southernmost county and the one that received the highest snowfall amounts.

State offices in the other two counties opened Friday at 10 a.m., but Carney says a state of emergency remains in effect in Sussex County until further notice.

A wind chill advisory was in effect for the entire state through Saturday with wind chill predictions as low as 15 degrees below zero (-26 Celsius).
